Dick travels to London in search of a fortune, as he believes the streets there are paved with gold. On his journey he befriends a cat called Tommy. In London Dick gets a job in Alderman Fitzwarren's stores, where he falls in love with his daughter Alice. Meanwhile Fairy Bowbells & King Rat decide to have a wager. Fairy Bowbells wages that Dick Whittington will become Lord Mayor of London whereas the wicked King Rat is determined that the title will be his. However, Dick inspired by hearing the words 'Turn Again Whittington, Lord Mayor of London', has other ideas. Thus the scene is set for a tale of good versus evil, where a voyage to Morocco has major consequences for Dick Whittington & Tommy the cat.
